The west supply of modern tanks to Ukrainian troops has irked the kremlin. Russia says it makes no sense to hold peace talks with Ukraine or its western partners . Calling the west puppet masters Russian deputy foreign minister ruled out talks .
Sergei Ryabkov said the west did not come up with any serious initiatives or resolving crisis . Earlier this month Russian president Vladimir Putin confirmed Russia openness to dialogue .
Speaking to Turkish president Erdogan Russian president Putin said that Moscow was open to serious dialogue if Kyiv accepts territories occupied by Moscow as Russian .
The Kremlin claims it has annexed Donetsk Luhansk , Zaporizhzhia and Kherson regions. Ukraine and the west have rejected Russia annexations claims calling it illegal.
