However, Russian troops were making advances in Avdiivka, Marinka, Lyman, and Svatove in eastern Ukraine amid "fierce fighting". Ukrainian President Volodymyr Zelenskyy held a meeting of the country's top military command and atomic energy officials at the Rivne Nuclear Power Plant in northern Ukraine near the border with Belarus to discuss the security of their northern regions and measures to strengthen them. The director of the United States Central Intelligence Agency (CIA) William Burns said Russia's war in Ukraine had a "corrosive" effect on Russian President Vladimir Putin, creating a "once-in-a-generation opportunity" for the US's spy agency.

US President Joe Biden will head to Europe on July 9 to attend the annual NATO summit, which takes place in the Lithuanian capital of Vilnius. Cardinal Matteo Zuppi's mission to Moscow focused mainly on humanitarian issues, meeting an adviser to Putin and the head of the Russian Orthodox Church. Poland has sent 500 police officers to tighten security at its border with Belarus, reflecting the "tense situation" at the border.
