Hong Kong is ending its mandatory hotel quarantine for arrivals .From September 26 it will only require self-monitoring for a few days in a plan called “0+3” .
People arriving in the city will no longer have to present a negative pre-arrival PCR test . Instead they must test negative on a rapid antigen test 24 hours before departure .
The long-awaited announcement ends one of the world toughest Covid-19 regimes . Some residents said the change does not make a big difference for now. Movement for new arrivals will still be limited citywide for 3 days .

Those that test positive upon landing in the city will be given a red health code.
This means they are not allowed to leave their isolated location to avoid infecting others .
A yellow code is issued to people under home medical surveillance which bars them from most premises including restaurants and bars . Japan and Taiwan have also announced border reopenings to inbound travelers.
Unrestricted travel to Japan will resume on October 11 While Taiwan will remove its 3-day quarantine as early as October 13 .
