EU officials at a summit in Brussels reiterated that the recent chaos in Russia was an internal matter, with their governments playing no role. However, a weakened Putin was a concern for Europe, as he lost the monopoly of force. EU foreign policy chief Josep Borrell said that a weaker Putin is a greater danger, and that EU member states intelligence services are now analyzing scenarios to look at Russia as a risk due to internal instability.
NATO Secretary General Jens Stoltenberg said that while it was too early to draw conclusions, Wagner's mutiny revealed "cracks and divisions" in Russia.
