Vladimir Putin announcement about partial mobilisation has sent shockwaves across Russia . There have been several reports of Russian citizens leaving the country to avoid conscription .Putin call-up has particularly alarmed Russia ethnic minorities which form the bulk of those mobilised .
Experts say that the intensity of the drive in Buryatia has fueled suspicions that ethnic minorities are being disproportionately sent to Ukraine . Buryatia Province in south-east Russia is home to nearly 1 million ethnic-Buryats who have historical ties with Mongolia .
Russian military recruiters are reportedly knocking on almost every door with subpoenas in the region . Report say that the military recruiters have also converted the region school onto conscription centers .
Alexandra Garmazhapova of free Buryatiya Foundation said that she has received several queries regarding how to avoid mobilisation . Garmazhapova further said that there is nothing partial about the mobilisation. The free Buryatiya foundation president said that almost everyone in their region got subpoenaed .
The foundation has received hundreds appeals for help from resident s whose relatives had received mobilisations orders . Reports have emerged that the Russian military is also recruiting men from ethnic minorities in Yukata and Dagestan .
In Crimea , the Russian military has reportedly subpoenaed at least 80% of Crimean Tatars a local ethnic minority community . Crimean Tatars are said to make up less than 20% of the Crimean population . The families of the Crimean Tatars were reportedly called up on the same day when the “Partial mobilisation” was announced .
Why Russia is Targeting its Ethnic Minorities For Mobilisation?
According to Garmazhapova the broad-based of mobilisation in Buryatia is a deliberate political choice by local authorities . The activist accused local authorities of trying to please the Kremlin by targeting ethnic Buriyats .
He said that kremlin is targeting ethnic minorities in order to avoid criticism from city dwellers . Analysts say that Kremlin is trying avoiding recruiting conscripts from ST Petersburg and Moscow in order to avoid protests .
Despite that Moscow and other major cities in Russia witnessed protests right after Putin mobilisation order .
Putin Using Ethnic Minorities as Cannon Fodder ?
Independent groups and the media have raised questions on wether ethnic minorities are dying disproportionately in Ukraine . The BBC Russian service investigated reports of more than 6,000 confirmed battlefield losses .

Russia High rate of troops losses expected to continue with new recruits reportedly being offered just two weeks of training . There are also questions being raised about how Russia will be able to recruit and deploy 300,000 new soldiers .Activists and minority leaders fear that many of their men will be pushed into the war without proper training .
